This scenario is possible.
Ufologist and British intelligence, Ivan T Sanderson, did a study and he found 75% of UFO sightings were over or near a water source.
When I was much younger, my only daylight UFO sighting was near a branch of the Stones River, near the American Civil War Battlefield, Battle of Stones River.
Being New Years Eve 1862, the North and South did not want to engage each other, but Lincoln forced the North to attack resulting in a combined total of 25,000 casualties.

Did the study account for about 70% of the earths surface being covered with water?

I do not know GhostofEd if Sanderson took in the fact earth is 3/4th water.
Because of his British intelligence work, he was obsessed with the idea that there is a civilization living in our oceans.
He even wrote a book about it called Invisible Residents ( I have not read this book).

There have been quite a lot of reports similar to this one.
An interesting one from Australia had a ufo emptying a water storage tank.
It was a bit short on detail though. Like was the top open or just how much water was allegedly taken; bearing in mind water weighs 1 Kilo per Litre.
