Human civilization has been around here on Earth for about 100.000 years. But our planet, however, was able to support and sustain life long before that. After all, it (the Earth) has been around for billions of years. Plenty of time for any pre-human intelligent beings to manifest and evolve as we have been doing for millennia. All the right conditions for life here to exist, have been around long before we came to be. So, what if there were other pre-human civilizations before us-- like say the Silurian--as in the Silurian hypothesis ( here)? And were able to escape apocalyptical situations that may have transpired during their time period? By maybe having found places, or built bases within our solar system--or some near-by inhabitable planet? Would they then be considered aliens, even though they were from here on Earth? They shouldn't be. They merit the right be called Earthlings just like us. Perhaps they are the ones that we have been spotting all over the globe for decades. Not aliens from other planets, although there could be exoplanetary beings as well, but rather our earlier brothers and sisters that manifested here before us. Who also quite possibly may have interest in the wellbeing and development of our species. Which if that were the case, then maybe we can at some not-too-distant point in time, make contact with them. Whenever they feel it's the proper time, and maybe ready for that to happen that is.

So, what if there were other pre-human civilizations before us Civilisation is a 19th century invention. By pre-human, I assuming you mean nonhuman? Dinosauria were already among the most successful organisms to have ever existed so anthropomorphizing does a great disservice to such elegance.
