The pentagon thinkers, I suspect always intended to down play the purpose of the program should it become visible to the public. They always have a counter agenda when it comes to ET subjects. Nothing new. Obfuscation, disinformation, lying, what's new? Government everytime they open their mouths they are lying about something.

Seth the 'official' mouthpeice for SETI-I. He never gives up. That guy is so intransitive to the idea that ET could actually be 'visiting' that he and his wouldn't believe it if somebody was to take a photo of alien craft landed inside their Arecibo antenna! Heh heh heh. I once debated the subject with him at a Contact conference hosted by Cabrillo.edu back around ?1998? The SETI model precludes the possibility of near Earth or local detection of ExtraTerrestrial signals.
What's it been now? 70 years? And the best that SETI-I has to show for hundreds of millions of Dollars expended is one WoW! The problem with SETI is that anybody with a brain knows that any sufficiently advanced ET civilization won't be using radio for great-distance communications....too slow. And then even local comm would be so attenuated by the space stuff, that even the quietist squib based comm big-ear artificial aperature interferometry receivers won't be able to detect a signal. ET doesn't use radio. It appears that they do use quantum entanglement or something similar that is non-latency, nor range-power-limited.
