Two of our planet’s leading astrophysicists say it’s time to get serious about aliens: Adam Frank of the University of Rochester and Andrew Siemion, director of the U of California Berkeley SETI Research Center, who wrote in an email that “I suspect there are other intelligent civilizations in the Milky Way – we just need to look!” But, asks Frank, will they, or have they, survived their Anthropocene bottleneck?

If we find one I would give astronomical odds, at least 100 to 1 that it will be near, no need to journey to a star. By near I mean less than 100 au. Pluto is about 40 au from the sun star.
So my bet is a penny, if I lose I will owe a $ to someone!

I agree that the most remarkable aliens we should look at will probably originate closer to home than from the other side of the galaxy going on 100,000 yrs before present, mrYelm. Maybe cosmic contemporaries, evolving while we did, on a planet close enough to reach us using their version of space travel. I'd expect them to be able to cheat light speed (as I believe we will need to achieve too, to really go places in our vast universe). My guess at the "reasons" you mentioned would be (for truly civil ET holding off on direct open contact) that we at this point in human history are still making war, commit murder and exhibit cruel behavior. The problem here being that we do not yet meet these guys' standard for a Civilization (or even sentience) for that matter. This does not imo necessarily mean that we aren't closely monitored, visited or contacted by alien neighbors though. Just that those who actually drop in do so freely, feel right at home perhaps, kinda WELCOME TO EARTH.. because they are NOT an alien civilization, more akin to a culture or a tribal tradition, a religious cult or even a single minded hive exploring for resources. To them Earth might be no more than a socket to plug into then be on their way to find more prey. I think it is likely intelligent space capable alien lifeforms exist, simple because we exist in this universe. Whatever the mechanism that got us here must be at work in other places, on other Earth-like planets everywhere. It is scary to realize that some of them will resemble us, yet a mere few 100 or thousands of years ahead technologically. The premise of UFO Casebook could be said to be that they (friendly/discreet....or.. less so...) have already arrived. purr

But what if they are not an advanced, peaceful species? What if they are just like US? Their efforts at space travel at or just beyond our own level. Still fighting, or still recovering from their last war. Would they really want to contact us as we go about our own battles? What if their last contact with another intelligent race didn't turn out so well for them. Maybe they were ravaged by strange diseases Maybe they met the Space Alien version of the Spanish Inquisition? What would have happened if Columbus landed in the New World in 1492 and found the British Empire circa 1900? What would that have meant for Spanish hopes for Empire? We should be careful we do not let our hopes and wishes outweigh our common sense.

When we do venture out in the next 200 years, we may find ruins of civilizations that killed themselves off or in decline. Much like the Eastern Islanders, when the Europeans discovered Rapanoi ( Eastern Island ).
Since we are on the outer arms of our Galaxy, we could be as some one once suggested, we could be just a jumping off point and not worth getting to know yet, but we may have to be observed
Due to our violent tendencies, back sliding morality and our technologies of mass destructive weapons
